Palin appears not to be firing an actual rifle, but a training simulator. Still photos show the optical device at the muzzle, and the computer-connected cable extending down from the grip. This is consistent with the lack of hearing protection.
I think you are exactly right. The next video that I am going to post shows this a little better.
The weapon Palin is firing is in fact a real M16 variant that is modified for use in an EST simulator.
